Disputed territories: Mapping environmental (in)justice in Portugal
Gustavo Garcia-López (CES)
October 30, 2026, 11h00 (GMT)
Online event
The study examines the conditions under which movements can achieve some resolution or victory in these conflicts, as well as the differences between current conflicts and historical ones.
This study presents the preliminary results of the ‘National Questionnaire on Environmental Conflicts’, carried out as part of EJMapping, an action-research project that explores and maps environmental conflicts in Portugal through collaborative approaches, combining participatory mapping methodologies (which we refer to as counter-mapping), interviews, field observations, and monitoring of organisations involved in these conflicts. The National Questionnaire seeks to document, as representatively as possible, the diversity of environmental conflicts across the country’s various regions; to characterise their regional concentration and the main sectors involved; and, for cases considered most serious, to identify their main impacts and injustices, the affected populations and stakeholders involved, any positive outcomes, response measures currently being taken, and current or potential future solutions.
The study examines the conditions under which movements can achieve some resolution or victory in these conflicts, as well as the difference between current and historical conflicts.

He has a transdisciplinary background in socio-environmental sciences, combining political ecology and environmental planning and public policy with decolonial studies of Latin America and the Caribbean. His work focuses on transformative eco-social initiatives and movements, bridging ideas of the commons, self-management, insurgent ecologies, environmental and climate justice, and just transitions. He has experience in Puerto Rico, Mexico and, more recently, Portugal, and maintains strong involvement with international networks and initiatives. He is currently an Integrated Researcher at the Centre for Social Studies of the University of Coimbra, where she is part of the Ecology and Society Workshop (ECOSOC, https://ces.uc.pt/pt/ces/ecosoc/) and the Risk Observatory (OSIRIS, https://ces.uc.pt/osiris/), and coordinates the project EJMapping: Counter-mapping environmental justice conflicts in the European periphery: the case of Portugal.
